This is a version of the popular HobbyWing 1060 Speed controller produced for Tamiya to include in RC kits. The speed controller has a black heatsink and comes in a plastic bag and has a different decal on the case but is otherwise identical to the current OEM/bulk version of the HobbyWing 1060, pictured.  It is coded THW-1060-RTR (meaning Tamiya Hobby Wing).
 
As this unit has been manufactured for Tamiya to distribute, the ESC comes fitted with a standard Tamiya plug.
